PRESENTATION OF THE NEW FIRE ENGINE EQUIPPED WITH HIROMAX FIRE SUPPRESSION SYSTEM

A new fire track AC 3.1-40 equipped with HIROMAX fire suppression system, was presented in a specialized firefighting unit in Simferopol. I.Gabidullin explained to the participants theoretical aspects of the vehicle specifics. For more detailed acquaintance with HIROMAX fire suppression system, the presentation organizers proposed the firefighters from the specialized unit to participate in fire suppression of dummy seat of fire. The event was attended by Chief of Firefighting and Accident Rescue Operations in the Crimea Republic D.Podlesny, Post Commander A.Bereza, Heads of the Crimea firefighting units and Simferopol rescue units staff. PERSPECTIVE PLAN OF COOPERATION WITH MOSCOW CITY-BUILDING AND CONSTRUCTION GOVERNMENTAL COMPLEX

As a result of successful and effective cooperation between All-Russian Academy of Complex Security Sciences and Moscow City-Building Policy Department, ARACSS and Moscow City-Building Policy Department signed a perspective plan of cooperation for 2015-2020. The plan stipulates further cooperation between the two structures and aimed at enhancing the collaboration efficiency and operational coordination in construction works.

The issue of the monthly technical industrial magazine ‘Industrial, Environmental and Labor Safety’, published with information support from state supervising authorities, explores the problems of hazardous industrial facilities construction. Engineering Center ‘CSS University’ contributed to the issue with the article which thoroughly explains the concept of ‘structured system of monitoring and managing facilities utility systems (ESM) and discuses the issues of its formation, development and improvement.

IV ALL-RUSSIAN CONFERENCE 'TRANSPORTATION SECURITY AND ANTI-TERRORIST TECHNOLOGIES - 2015'

IV annual All-Russian conference ‘Transportation Security and Anti-Terrorist Technologies – 2015’ for the second year in a row started on September 3 – the date celebrated as the Day of Solidarity against Terrorism. The conference was organized by the Russian Federation State Duma Transportation Committee together with the Russian Ministry of Transportation. Deputy Head of the Russian State Duma Transportation Committee A.S.Starovoitov, RF Deputy Transportation Minister N.Y.Zakhryapin and Deputy Head of Russian Transportation Inspectorate (Rostransnadzor) V.B.Certock were the conference co-chairmen. Constanta Group General Director, vice-president of All-Russian Academy of Complex Security Sciences Konstantin Lyubimov participated in the conference.

INTERNATIONAL CONSTRUCTION FORUM '100+ FORUM RUSSIA 2015'

International Construction Forum ‘100+ Form Russia 2015’ held on September 23-25, 2015, in Yekaterinburg, came to an end. The forum assembled leading specialists on high-rise constructions from the Russian Federation, Austria, Great Britain, Germany, China etc. Konstantin Lyubimov, head of Constanta holding directors board, took part in the forum in the name of Constanta Group, and Vladimir Shcherbina, director of the ARACSS research center, represented All-Russian Academy of Complex Security Sciences. Particularly, within the frameworks of the forum, Vladimir Shcherbina delivered a report ‘Standardization specifics for complex security systems of tower buildings’.

In constructive and businesslike atmosphere forum participants put a number of most urgent issues of high-rise construction, discussed them in details and mapped out the ways of further development in short-term and mid-term outlook. Most lively debates were caused by such topics as:
- legal and technical regulation in high-rise construction works;
- reliability of structural analysis in towers and unique facilities construction;
- construction information technologies (BIM-technologies) and so called ‘green construction’ technologies application on different life-cycle stages of high-rise facilities;
- safe methods of fire escape, including elevator-assisted ways.
During plenary session, forum organizers, including representatives of the RF Ministry of Construction and the State Duma, supported the main steps outlined in the roadmap, recommendations developed within the forum sections, as well as the removal of a ban to use elevators for fire escape in high-rise buildings.


ENSURING INNOVATIVE DEVELOPMENT IN CONSTRUCTION INDUSTRY

On July 2, 2015, Moscow City Joint Scientific and Technical Council on urban policy and construction held a meeting on the theme ‘Providing innovative development of the construction industry.’ The meeting was attended by Constanta Group CEO and vice president of All-Russian Academy of Complex Security Sciences Konstantin Lyubimov. The agenda included the topical question of today: ‘The main directions and tasks of import substitution in the construction industry of Moscow.’ All the meeting participants expressed their support for the idea of ​​regulatory use for imported products in the city construction industry for any contracts within Moscow municipal order.

NATIONA TECHNOLOGY INITIATIVE: OPPORTUNITIES FOR RESEARCH ORGANIZATIONS

Federal Agency of Research Institutions (FARI) in cooperation with Skolkovo Open University and ‘Russian Venture Company’ Public Corporation organized a conference ‘National Technology Initiative: Opportunities For Research Institutions’.
National Technology Initiative (NTI) is a complex of measures aimed at supporting promising sectors and branches in national economy which are likely to be integrated into the basics of the world economy during the following 20 years/ The conference started with NTI presentation, current performance report and future prospects, then was followed with the panel discussion dedicated to the issues of NTI integration into the system of Russian innovative economy and mapping out new trajectories for scientific and research projects. A number of representatives from innovative institutions and research foundations took part in the panel discussion. Vice President of All-Russian Academy of Complex Security Sciences Konstantin Lyubimov participated in the conference.

MOSCOW URBAN FORUM - 2015 'MOSCOW AS A DYNAMIC MEGALOPOLIS: FLEXIBLE MANAGEMENT PRACTICES

On november 17, the third Moscow Urban Forum Festival was held in Manezh Central Exhibition Hall.

The festival became a logical extension of the Moscow Urban Forum business program as an open space for meetings, discussions and exchange of views on actual urban issues for experts, Muscovites and city activists. Lectures by leading foreign urbanists including Vincente Guayarta (Spain), Lev Manovich (USA), Anthony Flannaghan (USA), organized within the scope of the festival education program, attracted a lot of attendees. During the forum, a number of Russian and foreign public leaders, politicians and urban experts delivered their reports, including Moscow Mayor Sergey Sobyanin, Russian Federation Minister of Construction, Housing and Communal Services Mikhail Men, Head of Moscow City-Building Policy Department Sergey Levkin.

For the first time, within the scope of the forum, Lawrence Bart (Great Britain) professor of post-graduate courses in London School of Architectural Association, gave a lecture ‘Multilevel Cities: City Life and Values in Innovative Economy’.


VI RUSSIAN INTERNATIONAL CONGRESS ON INTELLIGENT TRANSPORT SYSTEMS

VII Russian International Congress on Intelligent Transport Systems was held on October 21-22, 2015, under the auspices of International Transportation Academy and Moscow State University of Railway Engineering (MIIT).

Among the congress participants, there vere specialists from the Russian Federation, Belarus, Kazakhstan, Slovakia, Italy, France. The attendees discussed a number of important issues including the following:

  • National ITS policy and strategy;- ITS systems complex implementation in cities and regions, first results and prospects;
  • ITS systems complex implementation in cities and regions, first results and prospects;
  • Scientific support and human resourcing for ITS, specialist training and upgrade qualification;
  • ITS role in providing complex transportation safety – infrastructure and means of transport;
  • ITS as a crucial instrument of business success for commercial companies, solutions and application;
  • ITS in transport systems for power resources (energy supply);
  • Intellectual systems around us – infrastructure, communal services, industrial and communal facilities, ‘smart home’, ‘smart city’ etc.;
  • Capital raising for ITS projects. Public-private partnerships. Projects execution. Concession-based projects.

In the 1 day of the congress, Director of All-Russian Academy of Complex Security Sciences Research Center Vladimir Shcherbina in co-authorship with Head of Directors Board of Constanta Group Konstantin Lyubimov, presented a report ‘Technical regulation standards and challenges in the field of transportation security’. He also participated in the round table ‘Comprehensive Transportation Security. Monitoring and Management in Transportation’, where he gave a talk ‘New security paradigm of XXI century: current status and trends in technical regulation standards’.


FIRE ENGINEERING PRESENTATION IN SEVASTOPOL

In Sevastopol, on the territory of an emergency rescue command of the Chief Russian EMERCOM Directorate for Sevastopol Specialized Unit, new fire engineering, namely, fire tanker with advanced equipment, was presented.

The fire tanker, in addition to standard specification of fire-fighting superstructure outfit, is provided with HIROMAX system equipment.

The fire engine newest design includes a rotary water pump and helical compressors equipped with controlled hydraulic units which allow suppressing fire without having to stop the vehicle. The developers assert that the tanker fire suppression system is high-effective and ready for immediate use – the latter fact has a highest priority for  has a high efficiency of the system is constantly fighting and ready for immediate use – the latter factor has the highest priority for EMERCOM emergency rescue units.

To get evidences of the vehicle’s quality and efficiency, officers of Sevastopol municipal EMERCOM unit inspected the fire tanker and tested it in action.

PROFESSIONAL AND PUBLIC ACCREDITATION OF EDUCATIONAL AND OTHER PROGRAMS IN FIREGUARD RESCUE AND SAFETY CONTROL SHERES

In multifunctional center 112, within a framework of Federal Chamber Educational Committee extended meeting, a round table ‘Professional and Public Accreditation of Educational and Other Programs in Fireguard Rescue and Safety Control Spheres’ was held.

Vladimir Shcherbina, Head of All-Russian Academy of Complex Security Sciences Research Center, partiipated in the event on behalf of the Academy.

The participants of the round table discussed a number of issues such as the ways of recruiting specialists for participating in professional and public accreditation of educational and other programs, as well as development of approximate programs for educating fireguard, rescue and security control specialists.

On November 24-25, 2015, IV International Conference ‘Standardization, Certification, Ensuring Effectiveness, Quality and safety in information Technologies’ (IT-Standard, 2015) was held in Moscow State Information Technologies, Radio Engineering and Electronics University. The conference topic was ‘Digital state – benefits and threats. IT-standards in a digital state’. Within the conference section ‘Architecture and Standards of Integrated Intellectual Comprehensive Security Systems for Enterprises and Territories’, Director of All-Russian Academy of Complex Security Sciences Research Center, 1st deputy chairman of 439 Technical Committee Vladimir Shcherbina gave a talk ‘’International and national standardization. New paradigm of security safeguarding. Challenges of previous technical regulation standards’.

On December 3, 2015, a conference ‘Short-term and Long-term Prospects for Fire Prevention and Fire Suppression Technical Tools Development’ was held within the premises of publicly funded institution ‘Research Institute of Fire Safety’. The conference was organized by National Academy of Fire Safety Sciences. The conference was aimed at developing recommendations and solutions, as well as analyzing of challenges and prospects for development and manufacturing of fire protection tools and professional equipment for fire services. President of All-Russian Academy of Complex Security Sciences Mikhail Lyubimov and Head of Directors Board of Constanta Group Konstantin Lyubimov participated in the event.

COMPLEX SECURITY - 2015

VIII International Show of Safety Control Equipment 'Complex Security – 2015' was opened in Moscow, at All-Russian Exhibition of Economic Achievements (VDNKh). The show is considered one of the main sites demonstrating the progress in different Russian industry branches in the field of integrated security systems. ‘STRAZH’, one of the companies united within Constanta Groups, traditionally presents robotic fire suppression system ‘STRAZH’ on stand B12-5 located in Hall A.

YALTA INTERNATIONAL ECONOMIC FORUM

On June 17-18, 2015, Yalta Economic Forum is held in the Crimea. The Forum is expected to be an annual site for discussions on regional business development issues and demonstrating its potential, as well as to developing new economic decisions aimed at Russian economic development.

On the first day of the Forum, an agreement on cooperation was signed between All-Russian public organization ‘Delovaya Rossiya’ (‘Business Russia’) and Czech-Central Asian Chamber of Commerce. On behalf of the Chamber, the agreement was signed by Sergey Gridnev, member of the board of directors of Constanta Group. Hereafter, the leaders of both partner organizations are expected to develop plans of joint projects and activities.

On March 12, 2015, Konstantin Lyubimov, General Director of Constanta Group, took part in the First International Conference "Transportation and logistics in the Arctic" (TransArktika - 2015).
